Core Description
The Senior Manager: Carrier Services provides executive-level leadership of Openserve’s carrier services portfolio, spanning strategic planning, commercial management, and operational excellence. The role leads a team of managers responsible for interconnect, roaming, wholesale, and carrier‑partner service delivery. This position shapes long‑term carrier strategy, drives commercial value, strengthens partner relationships, and ensures operational resilience, directly contributing to network performance, revenue growth, and the organization’s competitive position.
Job Responsibilities
1. Strategic Leadership
Define and execute the carrier services strategy aligned with overall business and network objectives
Lead long-term planning for carrier partnerships, capacity, interconnect, roaming, and wholesale services
Evaluate market trends, regulatory changes, and technology developments to inform strategic decisions
Provide executive-level insights, recommendations, and reporting on carrier performance, risks, and opportunities
2. People & Team Leadership
Lead, coach, and develop the team
Build a high-performing leadership team with clear accountability, capability development, and succession planning
Foster a culture of collaboration, ownership, and continuous improvement
3. Operational & Tactical Management
Oversee day-to-day carrier services operations, ensuring service availability, performance, and SLA compliance
Drive issue resolution for major incidents, escalations, and complex partner challenges
Ensure effective operational processes, controls, and performance management frameworks are in place
4. Commercial & Financial Management
Own carrier commercial relationships, including negotiations, contracts, pricing, and renewals
Drive cost optimization initiatives while maintaining service quality and resilience
Partner with Finance to manage budgets, forecasts, and financial performance of carrier services
5. Stakeholder & Partner Management
Act as a senior point of contact for key carrier partners and industry stakeholders
Collaborate cross-functionally with Network, IT, Product, Sales, Regulatory, and Customer Operations teams
Support regulatory compliance and audit requirements related to carrier and interconnect services

Qualifications:
Qualification preferably in Commerce, Business Management, Telecommunications, Sales & Marketing or equivalent.
A postgraduate qualification (NQF level 8) would be advantageous e.g. Postgraduate qualifications, MBA.
