Core Description
Lead end-to-end delivery of large-scale capital projects across Telkom Group’s built environment portfolio, including facilities management, data centres, full building maintenance, lifecycle equipment replacement, and strategic special projects. Drive operational optimization, energy efficiency, and carbon reduction aligned to Telkom's ESG annual glide path, while delivering measurable cost savings, service improvements, and asset right-sizing outcomes. This role ensures Telkom's physical infrastructure supports business continuity, sustainability commitments, and strategic planning aligned to Group KPIs.
Job Responsibilities
- End-to-end project delivery: Own full project lifecycle from initiation through business case development, execution, commissioning, handover, and benefits realization across complex, multi-site capital projects.
- Business case development: Prepare robust business cases with financial modelling (NPV, IRR, ROI, payback), risk analysis, benefits quantification, and alignment to Group KPIs; secure governance approvals through PMO frameworks.
- Energy & carbon management: Identify, implement, and verify energy optimization interventions to reduce electrical consumption and peak demand; deliver measurable carbon reduction aligned to 4.2% ESG glide path with M&V protocols.
- Asset optimization: Lead right-sizing assessments for HVAC, standby power (generators/UPS), and building systems to match actual loads, minimize lifecycle costs, improve reliability, and reduce building footprint.
- Green building accreditation: Drive Green Star SA; ensure compliance with South African building codes, energy regulations (SANS 10400-XA), and environmental legislation.
- Procurement & contract governance: Manage tender processes compliant with transformational drive and B-BBEE requirements; negotiate contracts, allocate risk, and drive supplier performance including SMME development and transformation targets.
- Stakeholder engagement: Collaborate with Facilities, Networks, Finance, Procurement, and executive leadership. Present clear, compelling updates through written reports and executive briefings including manage change and secure buy-in.
- Strategic planning: Contribute to PMO's 5-year business plans, aligning capital portfolios to Group KPIs, funding strategies, capacity roadmaps, and organizational sustainability commitments.
- Benefits tracking & reporting: Establish baselines, define KPIs, implement dashboards, track realized savings and report progress quarterly to executive committees.
- Digital tools integration: Leverage asset lifecycle management, and BMS analytics to drive data-informed decisions and operational efficiency.
- Risk & compliance management: Conduct risk assessments (safety, environmental, financial, operational continuity); ensure OHS Act compliance, business continuity planning, and audit-ready documentation.
- Team development: Mentor project team members, build capability, drive succession planning, and champion diversity, equity, and inclusion (DEI) across project execution.

Certification, qualifications and experience:
Professional Registration with one of the following bodies:
- ECSA (Engineering Council of South Africa) – Professional Engineer (Pr.Eng) or Professional Technologist (Pr.Tech.Eng).
- SACPCMP (South African Council for the Project and Construction Management Professions) – Professional Construction Project Manager (Pr.CPM).
- SAICE (South African Institution of Civil Engineering) – Professional Member.
- SAIAT (South African Institute of Architectural Technologists) – Professional Architectural Technologist.
PMP (Project Management Professional) or PRINCE2 Practitioner. - Green building professional accreditation: LEED AP, WELL AP, or Green Star SA Accredited Professional.
- Qualification in Construction Management, Civil Engineering, Mechanical Engineering, Electrical Engineering, or Architecture.
- A post-graduate qualification in Project/ Programme Management, Engineering Management, Sustainability/ Green building professional certification will be advantageous.
- Experience in Project Management, Engineering Management, Sustainability, or related fields
Special Requirements
- Valid driver's license (Code B minimum, Code EB preferred for site access).
- Ability to travel for site visits, audits, and stakeholder engagement.
- Willingness to work extended hours during critical project phases (commissioning, handovers, emergencies).
- Ability to conduct site inspections in operational environments (data centres, plant rooms, rooftops).
- Capability to work at heights (roof access for HVAC/solar assessments) and in confined spaces (plant rooms, substations) when required.
- Standard office work with extended periods using computers for design review, reporting, and analysis.
