Core Description
Responsible for leading Telkom Group’s Property Management category strategy and Supplier Relationship Management (SRM) capability to maximize total cost of ownership savings, supplier value, and business performance. Accountable for category sourcing, contract deployment and post-award management, supplier segmentation, strategic supplier governance, and supplier development. Drive procurement best practices, knowledge management, and benchmarking across the organization, ensuring alignment with Telkom’s Procurement Policy, corporate objectives, and value delivery targets.
Job Responsibilities
1. Defines the overall category strategy for Property Management
Take a strategic long-term view of procurement in identifying and developing initiatives and sources of supply.
Align the overall category strategy to budget and demand plan, Telkom Group’s Property Management strategy, overall corporate strategy and leading practice.
Leads cross functional sourcing team, coordinates, aligns and drives the execution of the category strategy.
Lead the key and complex supplier selection, identification of potential strategic partners and fact-based negotiations for the commodity areas.
Establishes measures and controls to ensure the successful category strategy implementation in alignment with the overall KPI framework.
Negotiate complex, high-value commercial contracts, and framework agreements; set standards for commercial terms, SLAs, risk allocation, and performance guarantees.
Ensure all contracts comply with legal, regulatory, and governance requirements and are commercially robust over their lifecycle.
2. Manages internal customer relationships
Manage overall internal customer feedback and query resolution on category and supplier performance.
Administer periodic surveys to measure customer feedback for continuous improvement.
Closely develop and manage the relationship with internal customers within the framework of the cross functional sourcing and supplier development teams.
Improve and reinforce procurement’s image within the internal customer community.
Act as a source of expert market knowledge, insight and advice to customers.
3. Execution excellence
Develop, maintain and embed category-specific Intellectual Property and best practice.
Benchmark performance internally and externally to develop and maintain leadership position.
Drive annual productivity improvements in each spend sub-category.
4. Strategic supplier relationship management and contract management
Develop and implement the enterprise-wide Supplier Relationship Management (SRM) strategy aligned with corporate objectives.
Lead the implementation and rollout of SRM programs across multiple business units.
Establish long-term strategic partnerships with critical and high-value suppliers.
Provide executive oversight of supplier engagement, governance, and performance frameworks.
Drive supplier collaboration initiatives that support innovation, operational excellence, and business transformation.
Instigate and manage deal plan of contract renegotiations of Telkom's major suppliers, in conjunction with the Category Heads.
Advise executive management on supplier-related risks, opportunities, and market developments.
Build and maintain executive-level relationships with strategic suppliers and key stakeholders.
Lead supplier segmentation and prioritization strategies.
Facilitate executive business reviews with strategic suppliers.
Develop mutually beneficial partnerships focused on value creation and continuous improvement.
Resolve complex supplier disputes and commercial issues.
5. Supplier Performance - critical and high-value suppliers
Establish supplier performance management frameworks and key performance indicators (KPIs).
Guide and manage complex service level agreements.
Monitor supplier compliance with contractual obligations, quality standards, service levels, and regulatory requirements.
Implement supplier scorecards and performance improvement plans.
Ensure effective supplier risk management and governance practices.
Drive cost optimization, value engineering, and supplier-enabled savings initiatives.

6. Drives contract compliance and payment terms as per Telkom policies
Closely monitors internal customers contract compliance; define and take approved corrective actions to improve contract compliance.
7. Manages people performance and development
Manage the performance, development and implementation of team’s learning and growth plans and provides coaching and mentoring to ensure on-going learning and development within the team.
Provide comprehensive advice, insights, guidance and service on best practice procurement.
Manage the development of budgets, expenditure and performance reporting (10%).
Define the operational budget for the category team, monitors and reports on the expenditure .
Track overall performance against Service Level Agreement.
Certification, qualifications and experience:
Chartered Institute of Procurement and Supply (CIPS) qualification, Certified Professional in Supply Management (CPSM), or APICS Certified Supply Chain Professional (CSCP) will be an advantage
Qualification in business/ commerce/ law, supply chain or a related field or Honours/ Master’s degree (or equivalent) will be an advantage
8-10 years’ experience in the Strategic Sourcing/ Category Management/ Contract Management/ Supplier Relationship Management environment with a minimum of 5 years in Property Management sourcing and Supplier Relationship Management.
Special Requirements:
Must have a good understanding of the ICT industry, with a focus on the Telecommunications market and trends.
Experience and expert knowledge in Property Management sourcing environment with significant large scale projects exposure and a deep understanding of the total supply chain.
Experience and expert knowledge in Supplier Relationship Management framework development and implementation.
Knowledge of the Preferential Procurement Framework Act, NDP, NIPC, ICT sector guides and B-BBEE codes.
Knowledge and experience in complex negotiations, contracts management, business finance and strategic cost management.
A visionary leader with the force of personality to lead and inspire his/her sourcing team and succeed in a fast changing and highly competitive market, keeping the team focused on breakthrough sourcing strategies.
A deep understanding and of Property Management at the business level and how to leverage this understanding during negotiations and in crafting strategic relationships with suppliers.
